Saudi Arabia has announced new guidelines to improve crowd control, transport flow, and health and safety for pilgrims.
The measures are part of a wider operational plan designed to regulate crowds, strengthen emergency readiness, and ensure rituals are performed in a calm and organized environment.Authorities are focusing on managing congestion before and after prayer times. Pilgrims are urged to follow instructions from security personnel, adhere to signage, and use designated pedestrian routes to maintain a safe and respectful flow of movement.

At the Masjid al-Haram, digital indicators at entrances now guide worshippers to the nearest available prayer area, using green for open access and red for full capacity. Visitors are also encouraged to use public transportation, including the Haramain High Speed Railway, while private vehicles may face restrictions in central zones during peak hours, with shuttle services and parking provided on the outskirts.
The new arrangements also highlight health precautions, advising pilgrims to stay hydrated, rest adequately, avoid heat exposure, and seek medical attention when needed.
